Payment Standards by Metro

HUD publishes Fair Market Rent (FMR) for every U.S. Core Based Statistical Area. Local PHAs use these as the basis for their payment standards, typically setting their local payment standard at 90–110% of FMR. The standards shown here are HUD's FY2026 release; the comparison uses Census ACS 2019–2023 5-year median-rent estimates, the population underlying HUD's FY2026 FMR methodology.
