Across the 51 state-and-DC jurisdictions, which states carry the largest total Section 8 voucher portfolios, and how does state-level allocation interact with PHA count, urban-core population concentration, and HUD regional funding patterns?
Methodology
We queried the PlainVoucher phas table at server render time and pulled the columns state_name, state_code, state_section8_units, pha_count. The query ranks records by state_section8_units DESC and returns the top 10. Every numeric value rendered on this page derives from a live SELECT against the production phas table — no figure is hardcoded, and the table refreshes whenever the underlying U.S. Department of Housing and Urban Development dataset is reingested.
Column lineage: each field maps to a typed column in the phas table. Identifier columns carry the entity slug or code used elsewhere in PlainVoucher; quantitative columns store values as exported by the U.S. Department of Housing and Urban Development (preserving the original measurement unit). Some PHAs operate jurisdictionally across multiple counties or service areas; the state assignment reflects the PHA's primary administrative location, not the geographic footprint of voucher placement. California, New York, Texas, Florida, and Illinois dominate the ranking because of large urban poverty populations combined with consolidated state-administered PHAs (notably in New York where the NYC Housing Authority alone administers more than 122,000 Section 8 units).
