When a voucher is portable, which metro should you move to? When a waitlist is closed, which nearby PHA should you apply to? Comparison is the underlying question of most Section 8 decisions.

How to compare metros for portability

If you have a voucher and are thinking of moving under portability, the three comparisons that matter most:

  1. Payment standard. Does the destination PHA's payment standard cover the market rent you can expect to pay? Check our payment standards directory.
  2. Market rent index. PlainRent tracks current advertised-rent medians. Cross-reference with the destination metro's FMR to estimate the gap.
  3. Waitlist absorption rate. Some receiving PHAs absorb vouchers readily; others administer them back to the initial PHA. The latter can delay your tenancy by months if the receiving PHA is slow.

How to compare PHAs in the same region

When you apply to multiple PHAs (our waitlist strategy recommends doing so), weigh:

  • Waitlist status — open vs. closed vs. open by preference
  • Preferences offered — veteran, disabled, elderly, homeless, DV survivor, working-family, displaced
  • Application channel — online portal vs. paper vs. lottery
  • Size — larger PHAs often move faster in absolute terms but have higher application-to-voucher ratios
  • Portability reputation — some PHAs are known for timely portability paperwork; others are notorious for delays

Typical comparison scenarios

A household with a 2026 voucher from a small rural PHA considering portability to a major metro should model: what is the gain in payment standard vs. the loss in market-rent coverage? A household on a 4-year waitlist in a large city should consider: does the next-nearest county's PHA have a faster list?
